I have a "VERY DEAR" friend (I hope you don't bother using it as a study material base), who when we talk about political, economic and/or social issues usually concludes by commenting: "each country has the government it deserves, because they are Those who elect their rulers, if they want things to improve, should make their choice better when it comes to going to the polls to vote". Unfortunately, too many times I have heard that phrase "The people are responsible for their political destiny" as a way of attributing to the people the responsibility of electing their rulers and accepting the consequences of their decisions. However, is this statement true? Is the people the only actor that influences the political destiny of a nation? What other factors intervene in the electoral process and in the exercise of power? What role does education, culture, history, the economy, geography, religion, the media, international organizations, the armed forces, interest groups, etc. play? What degree of freedom and conscience does the people have when it comes to voting? What real options do the people have to change the political course if they are not satisfied with the government?


These are some of the questions that we can ask ourselves when analyzing the relationship between the people and the government, and that lead us to question the validity of the initial sentence. It is not a question of denying the importance of the popular vote as a mechanism of democratic participation, nor of exempting the people from their civic responsibility. It is about recognizing that the popular vote is not the only factor that determines the political destiny of a country, and that there are multiple variables that condition, limit or favor electoral options and government actions.


Therefore, according to what I consider, it is neither fair nor realistic to affirm that each country has the government it deserves, since this implies assuming that the people are the only ones responsible for their political situation, and that the government is the faithful reflection of the popular will. This statement simplifies the complexity of the political phenomenon, ignores its various causes and consequences, and underestimates the possibilities for change and improvement. Rather, it could be said that each country has the government that has been assigned to it at a given historical moment, the product of a series of internal and external circumstances, and that the people have the right and duty to demand that the government comply with its civil service, and to seek democratic alternatives if it does not.

HUMOR OR REALITY?


- I bought a new refrigerator and, to get rid of the old one, I left it on the sidewalk with a sign: "FREE. IF YOU WANT IT, YOU CAN TAKE IT". The refrigerator remained there for 5 days, without the passing people deigning to look at it. The bottom line is that people did not believe in the offer. It seemed too good to be true. Therefore I changed the sign: "FRIDGE FOR SALE FOR $150.00". The next day they had stolen it! THOSE KINDS OF PEOPLE VOTE...!


- While I was looking at a house to buy, I asked the girl from the real estate agency where North was, since she didn't want the sun to wake me up every morning. The girl said: Does the sun rise in the North? When I explained to her that the sun rises in the East, which has been the case for a long time, she said: "I'm just not very aware of this kind of thing." SHE ALSO VOTES...!


- For a while I worked as technical support at a customer service center in Montevideo. One day, I received a call from a guy from Buenos Aires who asked me what hours the call center was open. I replied the following: "The number you called is available 24 hours a day, 7 days a week." Then he asked me: "Buenos Aires or Montevideo time"? To end the matter once and for all, I told him: "Buenos Aires time." HE VOTES...!


- My colleague and I were having lunch at the company's self-service restaurant, when we heard one of the secretaries talking about the sunburn she had suffered while traveling by car to the coast. "We were in a brutal convertible. And I didn't think I was going to get burned like that while the car was moving." SHE ALSO VOTES...!


- My sister-in-law has a cutting tool in the car that was designed to release the seat belt, in case she were to get stuck in it. She keeps it in the trunk. MY SISTER-IN-LAW WILL SURELY VOTE...!


- My friends and I went to buy beer for a party, and we noticed that the boxes had a 10% discount. Since it was a big party, we bought 2 boxes. The cashier multiplied 10% by 2 and gave us a 20% discount. Ten plus ten? HE ALSO VOTES...! In this part I wonder when he saw that it was like that, why didn't he ask for ten boxes for free?


- I went out with a friend and we saw a woman with a ring in her nose, attached to a ring in her ear by means of a chain. My friend asked, "Doesn't the chain yank every time she turns her head?" I explained that a person's nose and ear always remain the same distance apart, regardless of whether or not the person turns their head away from it. MY FRIEND ALSO VOTES...!


- I traveled by an airline. When we got to the airport I couldn't find my bags on the carousel. I then went to the lost luggage counter and told the young woman who attended that my bags had not turned up. She smiled and kindly told me not to worry about her, because she was in good hands-"just tell me one thing: has her plane arrived yet?". SHE ALSO VOTES...!


- This is what I always say: THE PROBLEM IS NOT THE GOVERNMENTS ............ IT IS THE VOTERS WHO BRING THEM TO POWER!!!
