Lionel Messi FIFA Men's Award Question

The experienced Argentine forward Lionel Messi was once again named the Best FIFA Men's player of the year 2023. However so many concerns have been raised with some claiming the Argentina starman didn't merit the award.
Lionel Messi who won the 2022 World Cup in Qatar went ahead to pick the men's Ballon d'or ahead of both Kylian Mabappe and Erling Haaland.
Lionel Messi and Haaland were levelled after the first set of voting with Messi then moving ahead to win the award after teams captains were made to vote.

Former German player Matthaus however has taken his stand that Messi did deserve to be crowned winner considering what Erling Haaland has achieved with Manchester City. He said "He can't be the winner this time. I think he was the best footballer of the last 20 years, but he has been in Paris and Miami, where he is now creating a hype, and not won any major titles.”
