The Supreme Court struck down the Chevron Doctrine, sharply cutting back the power of federal agencies to interpret the laws they oversee and ruled that courts should rely on their own interpretation of ambiguous laws. The ramifications will have ripple effects across cyber litigation, regulations, and prosecutions.

The Chevron Doctrine was a landmark decision of the United States Supreme Court in 1984 that set forth the legal test used when U.S. federal courts must defer to a government agency's interpretation of a law or statute. 

The court concluded that it was in conflict with the Administrative Procedure Act (APA) that requires courts to review actions by federal agencies, including interpretations of statues. Chief Roberts concluded, “it thus remains the responsibility of the court to decide whether the law means what the agency says.”
