ASUU and an insincere government
The Academic Staff Union of Universities has been engaging in intermittent strikes for a while; each one is brought on by the government's refusal to uphold its end of the bargain agreed with ASUU. Every time ASUU reacts to the "promise" made by the government to uphold its end of the bargain and the appeal made by those involved in the education system to halt its strike action, the government quickly reverts to its usual disregard for agreements made.
ASUU is now on strike in an effort to force the government to uphold the 2009 Agreement, which has been renegotiated and negotiated again by succeeding governments, including the present one. It has become widely accepted that a strike action is the only way to force the government to fulfill its commitments since over the years, whatever partial implementation and payments ASUU received from the Federal Government only happened after strikes. This belief is supported by the experiences of the medical doctors' union, other tertiary institution unions, international airlines operating in Nigeria, etc. The administration falls back asleep as soon as the strike is called off!
